Outcome: Susana Munguia, who headed the City of Hidalgo Housing Authority for 25 years, and her secretary Lubina Pedraza both pleaded guilty in 2015 to conspiracy to commit bribery for accepting payments to allow individuals to skip the Section 8 waitlist, and also embezzling more than $5,000 in HUD funds through fraudulent checks.
From July 2011 to May 2014, Munguia and Pedraza used their official positions to engage in two overlapping schemes. First, they solicited and received bribe payments in exchange for allowing individuals to bypass the Section 8 voucher waitlist and immediately obtain housing assistance from the Housing Choice Voucher Program. Second, from July 2013 to May 2014, they engaged in an embezzlement scheme by issuing false and fraudulent checks for Section 8 housing assistance, taking more than $5,000 in HUD funds.
Both were indicted under seal on February 3, 2015, and arrested. Both pleaded guilty to conspiracy to commit bribery. Sentencing was set for September 24, 2015, with each facing up to five years for the bribery conspiracy conviction. The case was investigated by the FBI and HUD's Office of Inspector General.
