Outcome: Former Governor Bruce Sanchez was sentenced to 51 months in federal prison and ordered to pay $3,575,000 jointly with co-defendant Keesing in restitution to the Isleta Pueblo's development corporation (IPFDC), after pleading guilty to conspiracy to embezzle from a tribal organization and tax evasion.

Bruce Sanchez, 61, was serving as Governor of the Pueblo of Santa Ana and simultaneously as president and chief executive officer of the Indian Pueblo Cultural Center's development entity, the Isleta Pueblo's Federal Development Corporation (IPFDC), a tribal real estate and economic development body. From approximately 2003 through 2009, Sanchez conspired with Thomas Keesing, a commercial real estate developer and owner of New Mexico Real Estate, Inc. (NMREI), to embezzle approximately $3,575,000 from the IPFDC.

The scheme worked as follows: Keesing had worked as a consultant for the IPFDC in 2002 and 2003 during the development of the Albuquerque Indian School property. After that engagement ended, Sanchez and Keesing arranged for NMREI to submit false and fraudulently inflated invoices to the IPFDC for purported consulting services. Sanchez, in his role as CEO, personally approved the invoices even though the payments were vastly in excess of the value of any services Keesing actually provided. Keesing then shared the proceeds with Sanchez; Sanchez personally received $1,652,823 of the embezzled funds and Keesing retained the balance.

Both Sanchez and Keesing pled guilty in January 2015. Sanchez was sentenced to 51 months in federal prison followed by three years of supervised release. He was also required to pay restitution of $3,575,000 jointly with Keesing. Sanchez additionally pled guilty to tax evasion for failing to declare the stolen funds as income.
