The Varnett Public School is a Houston charter school organization operating three campuses in Northeast and Southwest Houston. Annette Cluff founded the school and served as its superintendent; her husband Alsie Cluff Jr. served as the school's facilities and operations manager — a husband-wife leadership team that controlled both the educational and operational functions of the organization.

Over a period spanning roughly 2006 to 2015, the Cluffs engineered a systematic embezzlement scheme. They opened four "off-books" bank accounts — accounts in a name similar to The Varnett Public School but not disclosed to or reconciled with the school's official financial records. The Cluffs were the sole signatories on these accounts and used them exclusively to divert money intended for the school.

A major component of the scheme involved cash collected from parents for school activities. Parents paid money orders to cover field trips, chocolate sales, book fairs, school carnivals, and other school-related fundraisers — money that was supposed to support student programs. The Cluffs embezzled more than $1 million from these parent payments by routing the money orders through the off-books accounts rather than into the school's official accounts. Other school funds were diverted through the same mechanism.

Annette Cluff pleaded guilty to mail fraud and conspiracy to commit tax evasion and received a 10-year federal prison sentence. Alsie Cluff Jr. pleaded guilty to conspiracy to commit tax evasion and received a three-year term.

How Crucible Prevents This
