City of Fontana, Kansas — City Treasurer Embezzlement (2013–2018)

Outcome: Deborah Sell, 56, former City Treasurer for the City of Fontana in Miami County, Kansas, was sentenced on September 16, 2019 to 12 months and one day in federal prison for embezzling more than $174,000 from the city through multiple fraud channels and failing to report the stolen income on her taxes.

Sell used her position as city treasurer to steal from Fontana through three methods: (1) issuing city checks to pay her personal expenses; (2) withdrawing cash using a city debit card for personal expenses, including a withdrawal of $414 at a casino ATM in Missouri; and (3) depositing cash payments received from customers into her personal account rather than the city's accounts.

She pleaded guilty to one count of wire fraud and one count of filing a false tax return. In addition to prison, she was ordered to pay restitution. The case was investigated by the U.S. Secret Service and prosecuted by the U.S. Attorney's Office for the District of Kansas.

How Crucible Prevents This

Sell used three distinct fraud methods simultaneously: writing personal checks from city accounts, making personal debit card withdrawals, and diverting customer cash payments. Crucible's multi-channel fraud detection suite would have flagged all three within the first month: an automated check-payee verification control blocking checks to the treasurer's personal accounts; a debit card geographic and merchant-type alert flagging casino ATM withdrawals; and a cash receipt reconciliation hook detecting gaps between receipted customer payments and deposited amounts.
