Loo and caretaker Marina Jacome were charged with elder abuse, operating an unlicensed residential care facility, and neglect. Their neglect of the 83-year-old male veteran resident ultimately caused his death.
California requires all residential care facilities for the elderly (RCFEs) to be licensed by the Department of Social Services. Operating without a license eliminates all regulatory oversight, inspection, and accountability — conditions that enabled the neglect here to go unchecked. The prosecution was led by California Attorney General Rob Bonta's Division of Medi-Cal Fraud and Elder Abuse. Loo was remanded into custody at sentencing on November 12, 2021.
