Regency Care, operated by Ayette Loo in Seal Beach, California, was an unlicensed residential care facility. Loo and caretaker Marina Jacome were charged with elder abuse, operating an unlicensed residential care facility, and neglect. Their neglect of the 83-year-old male veteran resident ultimately caused his death.
