City of Worcester Housing Development Office — HUD Grant Fraud (2010–2011)

Outcome: Former Worcester housing official Jacklyn Sutcivni was sentenced to 40 months in prison after a jury convicted her of conspiracy and wire fraud for approving $2.36 million in fraudulent HUD grant disbursements to a developer for work never performed.

Jacklyn M. Sutcivni, 48, of Dracut, Massachusetts, worked in the City of Worcester's Housing Development Office and Executive Office of Economic Development. From July 2010 to September 2011, Sutcivni approved seven fraudulent HUD grant funding requests submitted by developer James E. Levin for work he falsely claimed to have completed on a building he managed. Despite knowing the requests were fraudulent, Sutcivni approved payments totaling approximately $2,365,050 in federal funds.

Sutcivni was convicted by a federal jury of conspiracy to commit wire fraud, wire fraud, conspiracy to defraud the United States, and false claims. Co-defendant Levin pleaded guilty in September 2020 and was sentenced to 37 months in prison, three years of supervised release, and ordered to pay forfeiture of $1,955,000. Sutcivni was sentenced by U.S. District Court Judge Timothy S. Hillman to 40 months in prison and three years of supervised release.

How Crucible Prevents This

Sutcivni approved seven fraudulent HUD grant funding requests for work that was never completed, bypassing any independent verification of construction progress. Crucible's grant disbursement controls would require photographic evidence and independent inspector sign-off before releasing funds, and the pattern of seven consecutive approvals to one developer would trigger concentration risk alerts.
