Salter II, D.V.M., owner of Animed Pet Hospital in Dedham, Massachusetts, agreed to pay $15,000 to resolve DEA allegations of inadequate controlled substance recordkeeping and multiple registration violations; as part of the settlement, Salter surrendered his DEA registration and agreed not to seek a new one.

In 2019, the DEA conducted an audit of controlled substances at Animed Pet Hospital in Dedham. The audit revealed multiple simultaneous violations of the Controlled Substances Act and DEA regulations. Salter admitted that he did not furnish required records with respect to Euthanasia Solution, Ketamine, Diazepam 5mg, Hydrocodone liquid, and Diazepam 1mg in connection with the 2019 audit.

Beyond the recordkeeping failures, Salter also admitted to storing controlled substances at his personal residence without registering that location with the DEA — a violation that concealed the location of controlled substances from regulatory oversight. He also improperly stored tramadol, a Schedule IV controlled substance, in an unlocked cabinet at his practice. Additionally, Salter ordered a Schedule IV controlled substance after he no longer held a valid DEA registration. Finally, Salter failed to report on his DEA registration forms that he was on probation, a material omission that violated the registration process's integrity requirements.

The settlement was announced on September 21, 2022. As part of the agreement, Salter paid $15,000 and surrendered his DEA registration, agreeing that he would not seek a new DEA registration. The case was handled by the U.S. Attorney's Office for the District of Massachusetts.
