Milledgeville Housing Authority — Payroll Theft (2021–2022)

Outcome: Jennifer Kay Smith, former payroll clerk for the Milledgeville Housing Authority, pleaded guilty to federal program theft after stealing $575,014 by overpaying herself through inflated payroll entries, and faces up to 10 years in prison.

Jennifer Kay Smith, 49, of Eatonton, Georgia, served as the payroll clerk for the Milledgeville Housing Authority (MHA), a HUD-funded public housing agency. Between January 2021 and August 2022, Smith paid herself more than $40,000 above her regular salary in 2021 and more than $500,000 above her regular salary in the first eight months of 2022 alone, for a total theft of $575,014.50.

Smith accomplished the theft by adding vacation time and sick leave on top of her normal work week so she was being paid for substantially more than 40 hours per week. A coworker discovered the discrepancy in August 2022, prompting an investigation by the Milledgeville Police Department, HUD's Office of Inspector General, and the U.S. Secret Service.

Smith pleaded guilty to one count of federal program theft and faces a maximum sentence of ten years imprisonment, three years of supervised release, and a $250,000 fine.

How Crucible Prevents This

Smith exploited the lack of payroll verification by adding unauthorized overtime, vacation, and sick leave to inflate her pay to more than $500,000 above salary in a single year. Crucible's payroll reconciliation hooks would flag any employee consistently being paid above their approved salary band, and dual-authorization requirements for payroll changes would prevent a single clerk from modifying their own compensation records.
