How Crucible Prevents This
Crucible's financial controls would have flagged disbursements to unauthorized payees from tribal district accounts. A periodic reconciliation enforcement hook comparing bank records against authorized vouchers would have detected the scheme early. Multi-approver requirements on all tribal district disbursements would have blocked the unauthorized transfers.
