Transition, Inc. (Miami) — WIOA Grant Fraud (2018–2022)

Outcome: Maylin Salado-Garcia, Niubis Garcia, and Oscar Pujadas, three individuals affiliated with Transition, Inc., a Miami-area nonprofit, pleaded guilty in August 2023 to conspiracy to commit theft of government funds by misappropriating WIOA and Department of Education Improved Reentry Project funds intended for job training and placement services.

Transition, Inc. is a nonprofit organization located in Miami, Florida, that received federal funds comprising grants administered through the Workforce Innovation and Opportunity Act (WIOA) program and the U.S. Department of Education's Improved Reentry Project. These funds were intended to provide job training and placement services to participants, including individuals re-entering the workforce.

The three defendants conspired to misappropriate these federal workforce development funds. Their guilty pleas to conspiracy to commit theft of government funds were entered in August 2023. The case was investigated by the DOL Office of Inspector General and the DOE Office of Inspector General.

The Transition, Inc. case illustrates how WIOA and re-entry grant funds — designed to serve job seekers and returning citizens — can be systematically diverted by nonprofit operators who control both program delivery and financial reporting with inadequate oversight.

How Crucible Prevents This

WIOA funds flowing through a nonprofit contractor to provide job training services are particularly vulnerable to misappropriation when the contractor controls both program delivery and fund accounting. Crucible's WIOA compliance hook requires documented participant enrollment, attendance, and placement records matched against reimbursement claims. A DOL grant monitoring hook flags reimbursement requests lacking supporting participant records, the primary indicator of billing for services not rendered.
