Savannah Sandoval, 36, of Camp Verde, Arizona, served as both Comptroller and Executive Director of the Yavapai-Apache Nation Housing Department. The Housing Department administers the tribe's residential housing programs, including funds received under the Department of Housing and Urban Development's Native American Housing Assistance and Self-Determination Act (NAHASDA) Indian Housing Block Grant (IHBG) program.

Between August 2017 and May 2022, Sandoval embezzled $670,908 from the Yavapai-Apache Nation by exploiting her combined financial and administrative authority over the Housing Department. Investigators identified at least 184 occasions where tribal funds were fraudulently transferred into Sandoval's personal accounts. More than $133,000 of the stolen funds were federally sourced HUD Indian Housing Block Grant funds.

As both Comptroller (overseeing accounting department activities) and Executive Director (responsible for day-to-day operations), Sandoval controlled the financial approval process and had access to Housing Department credit cards and vendor accounts with minimal independent oversight.

Nation officials testified at sentencing that the insufficient remaining funds had left the community's elder members unable to rely on the housing department to address basic maintenance requests. Sandoval pled guilty on August 9, 2023. U.S. District Judge Steven P. Logan sentenced Sandoval on November 15, 2023, to 24 months in federal prison, three years of supervised release, and over $650,000 in restitution.
