Karen Marie Dondanville operated insurance agencies in the Lake Forest, California area under the names Streamline Insurance Services and Broadstreet Insurance Services, serving individual and business clients. Over an eight-year period beginning around 2011, Dondanville collected premium payments from 32 clients for insurance policies that she either did not purchase at all, or purchased for significantly less than the amount she charged. In cases where she did remit some premiums to carriers, she kept the difference: in one documented case, she charged a client $2,800 for a policy that actually cost under $900, remitting less than $400 to the insurer.
To conceal the fraud, Dondanville created fraudulent insurance documents — fake policy confirmations and proof-of-insurance certificates — that she provided to clients as supposed evidence that their coverage was in place. Clients who relied on these documents believed they were insured when they were not. Cumulatively, the 32 victims accumulated over 10,000 days of being uninsured while believing they had active coverage. One victim experienced approximately $100,000 in property losses that were not covered because the insurance Dondanville claimed to have arranged was not actually in place.
The California Department of Insurance revoked Dondanville's license on November 6, 2019 and issued Cease and Desist orders in March and September 2020. She was sentenced to three years formal probation with 33 years in prison if violated, plus $335,349 total restitution and a $20,000 additional penalty assessed in 2021.
