Advance Visiting Physicians, P.C., a home health provider in Farmington Hills, Michigan, operated by Irene Oluwatoyin Oshiyoye and her late husband Dr. Adekunle Oshiyoye, submitted false claims to Medicare and Medicaid for home health services provided by medical personnel who were not properly licensed in the United States or supervised as required by federal program rules.
From January 1, 2018, through December 31, 2021, the company billed federal healthcare programs for home visits performed by foreign doctors who lacked the licensure required to bill as independent practitioners in Michigan. The absence of proper supervision compounded the violation — unlicensed foreign medical graduates performing home visits without oversight created both patient safety risks and fraudulent billing exposure.
The civil settlement of $250,000 was announced by the U.S. Attorney's Office for the Eastern District of Michigan on September 12, 2025.
