The Oasis Mobile Home Park, located in Thermal, California in the Eastern Coachella Valley within the Torres Martinez Desert Cahuilla Indians Reservation, is the largest mobile home park in the valley, serving an estimated 1,000 residents — predominately agricultural workers employed in the Coachella Valley's extensive agricultural operations. The park operates its own public water system. EPA testing identified the presence of arsenic — a known carcinogen — at levels likely to enter the public water system, presenting an imminent and substantial endangerment to resident health under Safe Drinking Water Act Section 1431.

EPA issued its first Emergency Administrative Order to Oasis in 2021. Over subsequent years, the park's operators repeatedly failed to comply with the order's requirements, including: failure to retain a certified backup operator; failure to submit required alternative water source plans and operations assessments; failure to consistently provide notices of order violations; failure to conduct weekly reporting and attend weekly compliance meetings; failure to follow the EPA-approved distribution system sampling plan; and failure to install additional water storage capacity by the required deadlines.

The consent decree, announced January 23, 2025, required the $50,000 penalty, on-site qualified operators seven days per week until the alarm system installation is complete, development of comprehensive standard operating procedures with EPA contractor assistance, mandatory quarterly compliance meetings, and 24-hour notification to EPA of any new public health threats.
