Chula Vista Fast Pitch — Sham Charity at San Diego Stadiums (2020–2025)

Outcome: Noly Hermoso Ilarde pleaded guilty March 11, 2026 to wire fraud conspiracy; Martin Jose Rebollo Jr. pleaded guilty December 2025 and faces sentencing June 5, 2026; combined personal enrichment exceeded $2 million from $3.75M+ in diverted donations.

Noly Hermoso Ilarde and Martin Jose Rebollo Jr. operated Chula Vista Fast Pitch, a purported softball charity, to collect concession revenue at Petco Park and Snapdragon Stadium in San Diego. The charity applied for and was selected to provide volunteer workers for stadium concessions, representing that proceeds would benefit charitable purposes. Instead, the operators pocketed the revenue: Delaware North paid approximately $3.5 million to the charity, and Aztec Shops paid over $250,000. Volunteers were paid only $50 per event, with Ilarde personally receiving over $550,000 and Rebollo over $1.5 million.

Rebollo additionally pleaded guilty to filing a false tax return (failing to report the diverted income) and social security fraud. Both defendants entered guilty pleas to wire fraud conspiracy. Sentencing for Rebollo is scheduled June 5, 2026 before the U.S. District Court for the Southern District of California.

The case demonstrates how institutional charity concession programs—designed to benefit community organizations—can be exploited through fraudulently operated sham nonprofits that present a legitimate charitable face while diverting all proceeds to operators.

How Crucible Prevents This

Crucible's controls for volunteer-operated nonprofits would require financial reconciliation between revenue received from venue operators and disbursements to the stated charitable mission. Automatic flagging of organizations where leadership personal enrichment (Rebollo: $1.5M+) exceeds documented charitable expenditures would surface the sham charity structure. IRS Form 990 compliance controls requiring accurate reporting of revenue sources and compensation would catch the discrepancy between reported revenue and actual donations received.
