Fritz Gabriel (age 71) of Milton, Massachusetts, operated an illegal dental practice without a valid license, performing dental procedures on patients and submitting fraudulent claims to MassHealth (Massachusetts Medicaid) for those services. In addition to practicing dentistry without a license, he illegally prescribed controlled substances as part of his unlicensed operations.
The scheme involved submitting false claims to MassHealth for dental services purportedly rendered by a licensed provider, when in fact the services were performed by an unlicensed individual. The combination of unlicensed practice and fraudulent billing exposed patients to unqualified care while defrauding the state Medicaid program.
Following an eight-day jury trial, Gabriel was convicted on February 9, 2026, on four separate counts: one count of Medicaid False Claims, one count of Larceny Over $1,200, one count of Unlicensed Practice of Dentistry, and one count of Illegally Prescribing Controlled Substances.
